This is one of those that make you question if it is new or used. The lack of paint around the pin hole sure points to making it used, but I can't see any other signs showing it to be a used part. To my knowledge Allis never sold the part with the pin included. So, it is what I have tried to show in the pictures. If you get it in your hands and don't like it, I will pay the shipping back and give a full refund.
